The Committee on Judiciary moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §49-4-112a relating to adoption attorneys; mandating DHHR not recommend adoption attorneys and providing attorneys to be placed on a list of adoption attorneys which shall be provided to adoptive parents.
